Upgrading Qt

When Qt gets upgraded between major versions, we have to rebuild some packages due to ABI changes and private API usages. The following is a list of packages to bump on every major (e.g. 6.8.x to 6.9.x) upgrade:

• kwin (input in login managers)
• plasma-integration (for plasmashell)
• layer-shell-qt (for plasmashell)
• kguiaddons (for plasmashell)
• libkscreen (for display configuration)
• pyside6 (all it's users need to be rebuild as well)

For QtWebengine:

• angelfish
• kaccounts-providers
• signon-ui
