Install lighttpd, PHP, and postgresql

pgppgadmin needs an additional package:

apk add php7-session

Installing phpPgAdmin

There is a newer release available on github / phppgadmin, which the archlinux phppgadmin package is using as a resource, as well. Since I am new to the wiki, I can't include links, yet.
